FWIW, the file that downloads with the referenced link appears to be 12.0.0.58851 and not 5.1.3051.21899. Was the file on the server not updated or was the release level in the code not updated?

Finally resolved the issue. I deleted Smartermail Sync and setup POP3 through wizard again and it works! Frustration eliminated.
