In a "closed" system, new users who register on the system would have to be approved. This would basically provide a secure support system that a company would provide only for "approved" clients.
It is similar to what we do as a hosting company. A new customer can "sign up" on line, which creates their account. However, they can't actually upload the files, etc., to the hosting environment until we have reviewed their account and activated it.
In the current ST environment, you can lock down the permissions so that only registered and/or verified users can access, however, there is not (as I see it) and controls that would prevent anybody that comes across the system from registering.
In real-world example, we might have a product and an associated support center that only clients can access, where a client has to be approved based upon some criteria (either a web service based login to our CRM system) and perhaps only so long as they have their account paid up-to-date.
Hope that made sense. In any event, the vetting feature is not a big deal for us, and not even necessary at this time, so no biggie.
